The first is to make sure WiFi is off when rebooting. Let the phone connect to tmobile before turning on wifi. Then try to send an MMS. If this doesn't work, make sure you aren't forcing your DNS to change with an app or magisk/Xposed module if you are rooted. (I forced Google DNS with lspeed).
